Do-Not-Spam List?

I wasn't aware that a "do-not-spam-list" bill was passed into Michigan law in June. Well, a bill that would create a national "Do-Not-Email" registry has also been introduced. Would this really work?

It wasn't too long ago when "list-cleaning" services were all over the place, remember? You submit your entire list, and they e-mail it back to you - minus the "do not mail" addresses.

But, I wonder... what makes anyone think that spammers will actually use a service like that? Even if the list was protected, encrypted, etc. so that the "avoid" list cannot be abused, spammers go all out using the sleaziest tricks to sell the nastiest stuff - and it's almost impossible to stop the "professional" spammers who operate from overseas - why would they bother to clean their lists?
